My reconciliation of this would be that there was a single tendering process, with extensions, from Oct 2005 through March 2006, which produced the $179 million/$149 million bid from someone (presumably SNC Lavalin or the Kiewit/American combo) no earlier than March 2006.  There was no "re-tender" in February, although that might refer to the deadline extensions.  Somewhere in 2006 there was some sort of non-tender pricing exercise (by who?) that produced the $155 million number.
